I hear that a US/Jap n64 ram expansion pak won't work on a PAL n64 and vice versa. Will games like Zelda: Majora's Mask (US version) that require the ram work on a PAL n64 thats using a PAL ram expansion pak?

You hear wrong. The N64 Expansion Pak is not region locked. None of the accessories are.
But i hear there's something to do with the voltage that makes a US expansion pak incompatible with a PAL n64.

Well I know the typical voltage problem between Europe and the US/Japan is voltage from the wall. However, this is taken care of through the AC adapter, so I would think the only things they would've done between areas is swap AC adapters, and edit something in the creation of a region lock chip for whatever area the console is being distributed in and thats it. I wouldn't see why the expansion pack wouldn't work.
I have an Expansion Pak bought here in Scotland (PAL) and it works fine in my Japanese N64.

So odd i always got the impression that the expansion wouldn't work on different regions. Looks like i can sell off one of my n64s then and get a n64 passport for imports.
