Gotta be the N-Gage. Any Gamestop that still has N-Gage games, as an example, sells them for $6.99 sealed. The rest can all be found pretty easily except MAYBE Bomberman.

I would say a more entertaining system to collect for that would be damn cheap is genesis. I started off with about 350 boxes & manuals for this system, and going out in the wild, I got SO MANY carts for a max of 3 bucks. Sometimes I'd come home form my trips with 30 carts. The most expensive rpgs and koei games on that system usually don't go for near as much as on other systems.

Most Genesis games are cheap as hell as well as good and classic as hell....what more could you ask for?!
Well aside from Jack Bros., the Virtual Boy is still cheap as hell to collect for, and even Jack Bros. should only run you about $50 for a used copy, if you can find one. The only really expensive games for it are the JP imports, like Space Invaders and the Athena games, but otherwise the games are all very cheap and there's only 14 titles for a complete US collection, all of them very easy to find except Jack Bros.

The 32x is a great system to collect for (in the United States, that is.) Only 34 cart games and 5 CD games. Most are cheap, even cheaper if you go loose carts. Only a few games will run you over $10 and most are a lot less than that. Spiderman is the biggie, and he's still in the $100 to $150 range complete. I sold a nice 32x with 6 complete games a while back on ebay for a whopping $38. Cool orange and yellow boxes.
All bets are off with PAL and Japanese games, though. PAL Knuckles and Kolobri cost decent cash, and DarXide, Primal Rage, and the rumored T-Mek will cost you a hell of a lot more. I've never seen a Japanese Romance of the Three Kingdoms 4 for sale.

The Odyssey2! Most of the time I come across cartridges they're selling for maybe a buck complete, occasionally $2. Except for the few third party titles and Power Lords, most of the stuff has been stupidly cheap to buy. I could almost finish my collection but I'm too lazy to spend the $25 for the rest of the commons.
Not counting the handhelds (game.com wins by a country mile), I'd hazard a guess at the 7800 - about 90% of the catalogue can be had for pennies.
Where would the Jaguar fit in here? I know some games cost a fair pile, but there are a lot of commons.
USA NES?
Lots of games on USA ebay going for 1 dollar ( 5 NES sports games for 5 bucks at the time of writng this, 12 NES titles for 10 dollars). Lots of 'Buy it now' NES titles for 1 Dollar, with a starting bid a 0.01 (discountgames). Can't complain there
