Sonic 2's Casino Night loosely fits the bill too, I guess ditto with the Spring Yard zone in 1.

& stupid me, the game I've been playing for a month now, trying to win a tournament- Summer Heat Beach Volleyball has some matches set in a park among large moving, working rides.

Sanitarium. But I doubt too many people have heard of that here, let alone got to this part of the game. I picked this game up for a couple bucks when Office Max was closing.
