If you can find it, I really liked Battle Arena Toshinden for the old school gameboy. Pretty good game

Streets of Rage II on the Game Gear by far. It's incredible how much of the technique they kept with only a few buttons.

I suppose it's not *technically* a handheld game, but River City Ransom Advance is a nice little brawler.

Final Fight One for GBA is great! I wish they ported Final Fight 2 and 3 also. Double Dragon Advanced and River City Ransom Advance (both for GBA) are also worth checking out. I also like Double Dragon (2 i think) for the original Gameboy

People have already stated my favorites: Final Fight One, Double Dragon Advance and River City Ransom EX on Gameboy Advance. I also liked Teenage Mutant Ninja Turtles: Fall of the Foot Clan (too easy but still very underrated) and the first two Double Dragon games on the black-and-white Gameboy. Streets of Rage (the first one) was pretty good on the Sega Game Gear, as well.

I've always been partial to Battletoads on GB. Its not a pure brawler, but the shooter levels are fun and I found it to be more playable than the console version.
