I sounds to me like you need to:
1. Set your PS3 to widescreen
2. Made sure your TV is set to the "full" option
3. Make sure NBA Street is set for "widescreen" if it has it

The PS3 doesn't do anything automatically with your PS1 or PS2 games. Both of these types of games are always natively 4:3. Games with a "widescreen" option are just anamorphic and would require you to manually set your TV to widescreen mode to see them properly.
In your example, it appears the game is set to normal (4:3) but you have the TV set to wide/zoom/full, depending on how your TV names it. You need to set your TV to "normal" (or whatever your TV calls 4:3 mode).
my TV is an old samsung HDTV (4:3) that does 480p in 4:3 and 1080i 16:9. Does anyone know if these old 4:3 HDTVs are able to switch over to widescreen mode, or is that only on certain TVs. I find it kind of dumb that I can only play my PS3 in 1080i with widescreen mode where everything looks stretched out. Is there anything to do about that?
