Really, I could stop there, although that's primarily why people import for the 'Cast. I'd suggest in that order too, or close to it.

I'd recommend you also look into the following:
Cleopatra Fortune (Puzzle), Doki Doki Idol Star Seeker Remix (Puzzle), Sega Tetris (Puzzle), L.O.L. (Adventure-Puzzle-&then some), Mobile Suit Gundam DX (Action), Cosmic Smash (Sports), Vampire Chronicle (Fighting), and that's about all I can immediately think of at this time of night. The great thing about Dreamcast is that nearly all the great games got worldwide release so I think there aren't too many to get that are import exclusive, which is nice. In order to establish your own opinion might I suggest scanning Yakumo's great SegagaDomain (http://www.segagagadomain.com/dreamcast-0.htm). That link will take you to his played game directory where he gives (sometimes) a brief synopsis of X game.

Psyvariar 2
Ikaruga
Under Defeat
Cool Cool Toon
Cosmic Smash

and Europe/Japan exclusives:

Rez (PAL release also)
Shenmue II (PAL release)

Most of my Japanese imports I either haven't played or haven't put enough time into yet...

I've only played it once so my opinions probably aren't worth much but I spent far far far too long in cutscenes I couldn't understand and didn't get too much action. The game does seem very text/story heavy, well, at least near the beginning. It was enough to put me off playing any further.
