A few questions, since I'm probably gonna get one soon because the system is cheap and so are the games.
What are some good ones? I already know Sonic Pocket Adventure and Metal Slug First Mission are must-haves, but is there any other good ones?
Oh, and is region free?

Some good NGPC titles:
Metal Slug: Second Mission (great mission variety and cool bosses galore)
SNK vs Capcom: Match of the Millenium
SNK vs Capcom: Cardfighters Clash
Neo Turf Masters (A true must-have title)
Pocket Tennis Color
Dark Arms (Many don't like it, I find it pretty fun)
And yes, your NGPC is region free.

Seconding Cardfighters and Dark Arms. I would also potentially suggest Biomotor Unitron and the Evolution game. Excellent handheld.

biomotor unitron is good... kinda like a stripped down pokemon style dungeon/arena RPG
metal slug 2nd mission is good not as good as 1st mission in my opinion
pacman is a good port.
and alot of people tell me snk vs capcom card fighters is really good.

Huh, Neo Turf Masters was released on the VC for some reason.
I'll definitely get SNK vs. Capcom: The Match of the Millennium as well.
Oh, and Pac-Man just because.

Great little system. I would recommend
Bust-A-Move Pocket
Gals' Fighters
Magical Drop
Samurai Shodown! 2
Neo Turf Masters
Baseball Stars Color
here is a good list of games http://en.wikipedia.org/wiki/List_of_Neo-Geo_Pocket_Color_games

All 32 US games.
There really isn't anything that isn't good. Even the card/slot games are well done.
Yes it's region free. It's too cost prohibitive to make Handhelds region locked.

King of Fighters R2
The Last Blade
Faselei (great mech game)
Fatal Fury
The directional button is the best on any portable gaming system IMHO.

I just got an NGPC earlier this month, and so far, my NGPC collection is at five games (http://www.freewebs.com/jkwh/ngpclist.html).
I've wound up playing Pac-Man more than I thought I would. It's definitely not a killer app, but it's an excellent port and a good way to kill a 10 minute bus ride, work break, etc. And if you're just looking for another game to add to the NGPC collection, it's one of the cheapest ones.
I think of Sonic Pocket Adventure as "Sonic 2.5." It's kind of like a level hack of Sonic 2. There's even a bonus time trial mode where you see how fast you can get through each level, and you can get medals based on your performance. There's also a bonus puzzle mode. Highly recommended...
...and so are Metal Slug: 1st Mission and 2nd Mission. 2nd Mission is my favorite out of the two.
The other game I own is Dark Arms, which I haven't tried out yet beyond testing to make sure the cart worked, but I'll probably play through it someday.
Btw, the Neo-Geo version of Neo Turf Masters was added to the VC, not the Neo-Geo Pocket one.
Here's what I plan to add to the collection in the future (this isn't limited to these games - these are just the ones I want the most):
-Card Fighters Clash (either one, maybe both)
-Match of the Millennium
-Gals Fighters
-Puzzle Link (and possibly Puzzle Link 2)
(Oh, and my NGPC is missing its battery cover. It's not a big deal to me, but I'd still like to get one if I have the chance. If anyone has a spare one for sale/trade, or knows where I can get one, let me know.)

If your not opposed to imports I would suggest Ganbare Neo Poke-Kun in addition to all the great suggestions already. It's easily in my top 5 NGPC games. Here is some more info:

If you like mini-game collections like Wario Ware you'll dig this game. I have no idea how much this sells for these days, but it's worth it if you can find a copy.

As Papastu said, just about anything except the gambling titles (and even then they aren't THAT bad, especially Neo Baccarat).

That. You really can't go wrong with NGPC. I'm just a few games shy of a complete US collection, and I've yet to encounter a single game that I didn't enjoy to at least some extent.
Really the only thing you have to consider is genre. If you like the given genre of a particular game, don't hesitate to buy.

It's a wonderful system, one of my favorites without question :)
I'll agree on the "All 32 US games" statment PapaStu made - but if you had to press me for a 'favorite'... Card Fighters Clash. Yes it's a Card/RPG. Yes, it's a Card/RPG based on SNK v. Capcom fighters... but it's incredible. Worth any and every cent you put towards it (which shouldn't really be more than $25 complete at most last I checked)
As for imports... well it can be pricey and you need a translation guide but CFC2: Expand is easily the best Card/RPG ever. Rule tweaks and the new card type really do help. Artwork is badass too. :)
Ganbare Neo Poke Kun is awesome... actually I really can't think of a game on NGPC I didn't like... even the Mahjong titles (and yes, I used to have Super Real Mahjong, and yes I learned how to play Mahjong on that game. thus the addiction to gin rummy-like tiles began...)

I'll join everybody else in proclaiming the brilliance of the NGPC!
Everyone has listed some fantastic games, including games I don't own but want to. I won't bore you with another list but should say that back 8 or 9 years ago when I only owned three games for the system, Card Fighters Clash made the whole system purchase worthwhile. It is one of my favourite games of all times and is utterly brilliant. I now own 10 games for the system and I've enjoyed all of them, to a greater or lesser extent. The machine is import friendly and there are a couple of Japan-only gems worth trying out.

The NGPC is an excellent system!
However, the games are another story. The games are excellent, but finding them CIB is a total PAIN!

Here's a couple things I've been wondering about: were there any pinball games released on the NGPC? I doubt there was anything in the US, as I probably would have heard about them by now, but what about imports?
Also, are there any import racing titles I should look into?

I don't think that there were any pinball/racing games on the system at all.
