So every time I fire up the machine the majority of the chips register red. Then the machine tries to start up and the screen displays static and then it fails. Then the whole process starts over again.
I tried pushing down on all the chips to see if maybe they weren't connected - no success.
Any thoughts?

Make sure you have a solid +5v at the board. They are a bit picky if the voltage is out of spec. Past that, it's probably easier and cheaper to just replace the whole board.

A bit more info, please? Did the machine work previously? Last week? Last year? Do you know any of the history of this machine? If not, I would first check voltages, make sure they are proper, then from there, you more than likely have a bad board. MKII is, in my opinion, a very un-reliable board, which is why I have a total of 5 boards.
Argh, 98pacecar got there first, but yeah, basically that.

Check the bottom of the board for scrapes that cut through traces. If a common trace going to several ROMs is damaged then those several ROMs will read bad.
30ga Kynar wire wrap wire is great for fixing damaged traces. You can stick it down to the board with a little fingernail polish - just don't use metallic shades.

The board used to work a couple of months ago, and it was very reliable. Then it started occasionally working. Sometimes the board would start up, other times it would give me this problem. Now, it fails every time.
I haven't tried any of the above advice yet - in the midst of finals - but I will soon.
