the fact that the Playstation was a disc based system allowed for much more efficient music and cut-scene storage. On the other hand, the N64 was great at rendering fairly detailed 3D environments.

Exactly. I'm talking about real-time, in-game graphics. The N64 was better. (I never cared for pre-rendered FMV.)

Now compare Tobal 2 to every awful N64 fighting game.
Or, better yet, compare some 2D games.

Meh, the only way this works is if you compare the same scene from the same game in motion. Stills from different games don't tell the story. There was a muddiness to a lot of N64 games that isn't adequately captured in stills. Similarly, a lot of Playstation games look better than they play if they are very 3D graphics heavy.

PlayStation graphics were very twitchy. The environments constantly undulated. On the N64, they were nice and solid, like they should be. The N64 had more sophisticated lighting effects, too.

Again, it varied greatly by the particular game and developer. There are some amazing N64 games just like there are some amazing PSX games.

Despite that most games on the PSX used prerendered graphics, there were games that used full 3D environments and look as good as most N64 titles. Threads of Fate, Shadow Tower, Tail Concerto, and Guardians Crusade are a few examples. Wild 9 is a 3d side scroller, most of the game is in full 3d, with some stages having one prerendered backdrop far into the background. Graphics shouldn't matter anyways when the PSX has far and away a way better selection of quality titles than the N64 has.
