can the us ps2 play uk games? if not is there a way to play uk games, also what about jap ps2 can they play uk games?

not on their own. you first need to bypass the region check in some way.
it's much easier if your tv accepts ntsc and pal. less having to deal with patches like color or screen position.
us ps2 doesn't have japanese as a system menu option. so some games can't normally run in japanese language on a us ps2. due to this there may be ps2 releases outside japan with inaccessible jpn mode left on the disk.

What?! I can't make any sense of that last bit.
Anyway, mod chip is the way to go. After you've modded the system, the easiest and cheapest method would be to rip the PAL games and patch them to NTSC.

Power up your ps2 without a game. Then go into system configuration. If japanese isn't available to select, then certain games won't play in japanese.
it's similar to how dsi and 3ds removed that setting outside japan.

Ok, so you're saying that, when playing a modded PS2, Japanese games won't display text if there's no system setting for Japanese language? If so, you're wrong. It isn't a PC. The in-game text isn't powered by a font database somewhere in the PS2.

You're right PS2 has no font glitches.
But some games contain multiple languages on disk. Using the PS2's menu setting to select which to play in.
Rez is an example. If you import the Japan PS2 version of Rez, and run it on an English PS2, the game will use English mode. Not Japanese.

OK, I see what you're saying now. I understood it only as 'Japanese games won't display Japanese text on a non-Asian system'.
There's a bunch of old cart games that do this as well (multi-language). Hell, I think most Neo Geo games do that, if not all. I wish all games did that :/

Unless your TV has PAL input, you will need to convert the PAL signal somehow. Maybe convert the PAL game to NTSC?

Pretty much. As I was saying, way simpler with a multi format TV.
If you install a Modbo 4.0 or any Matrix Infinity clone when you access the matrix menu, you will have the option to for PAL or NTSC all the time with any region game.

Also a good quality modchip and hard drive compliment each other. The expensive "luxury" PS2 setup includes both as they provide different abilities. Modchips support DVD movies and PS1 games unlike normal HDD solutions. HDDs support faster load times, a modchip obviously can't improve the PS2's optical drive mechanism.

I cant believe people still dont get that Europe runs on PAL format which is entirely incompatible with US/Japan NTSC....
simple answer : NO. Not without a Modchip.....and I dont know why people are saying you need a PAL enabled TV set, my modded system plays Dragon Blaze (French only release- the reason why I chipped my ps2) just fine, and the TV sure as hell is not PAL ready in any way shape or form....maybe Its a better modchip or something. Same with my Modded Dreamcast- plays PAL games perfectly fine on an NTSC TV. Same with all my PAL region DVDs, they play fine in my modded DVD player...Only time I have ever encountered a problem with PAL signal on a NTSC TV is with VHS tapes. They just wont work, need to convert the signal to the TV.

Just because a TV accepts PAL doesn't mean it's in the documentation. That TV might very well be able to process 50hz enough to get by. Especially if an HDTV. Its a 1976 Mitsubishi Knob TV that looks like a frickin' cabinet....pretty sure its not 50Hz compatible at all.
Not using VGA enabled anything Im pretty sure...My dreamcast and ps2 are hooked up via RCA jacks through a RF modulator.

Sounds like an RGB monitor should be your next investment then. Problem is finding ones not too small...
RCA jacks into an RF modulator? Well I guess it's possible you bought some model that recodes PAL into NTSC. But wouldn't turning 50hz to 60hz with such a method involve speeding up the video or duplicating frames?

Look into PCSX2, it's pretty good, depending on your PC.
