Many stores are sent promotional copies of games it happens in the US and it happens overseas. The copies that are sent are production copies and will work on a retail unit. They DO NOT require a dongle boot disk or a debugging unit.
In the US the games often have a hole punched in the UPC. Sony and Sega both had a funny way of doing things overseas though. You often can't tell a US promotional copy from the retail. Overseas promotional copies are different. They often have different cases and the disks look nothing like the retail version. As far as gameplay though they are the final versions. Well at least in those I have seen.........
These aren't protos......they are demos.......sort of
You don't need a debugging unit to play them but they are PAL so your NTSC psx won't help you here.
Anyway now that you have a little background I found 4 nice PAL PSX promotional disks that might be worth picking up if you are into this kinda thing.
