This is not even remotely true. Far from being an arcade "Beat 'em up", it is in fact, a semi-interactive digital comic book.
I know because I own copies of both PC Engine Sailor Moon games. The other game (Bishoujo Senshi Sailor Moon Collection) is a collection of mini-games.
