Capture the Flag in the first MC rocked, but I cant find it in MC2. The manual says it's there but it doesnt seem readily available. I cant find it in any menu. Is it an unlockable, or only available online?

It's there, and you don't need to be online to play it.
Here's how you can find it: on the menu screen, scroll over to Arcade mode, and then scroll through Race Type until you see "Game Type: Battle" and then there should be another thing under it that where you can pick either capture the flag or the detonate game. (If it's on detonate, just scroll right or left to pick the capture the flag game.
