Have there been any non-ESRB games released in the last few years? I was just reading an article that said games that don't utilize the rating system get ignored by major retailers across the country.
So, does that mean it leaves room for other stuff? Or does it basically mean, you will never SEE anything without an ESRB rating slapped on the cover?

I am pretty sure there were soem GBC or GBA game released a few years ago that weren't ESRBed.
I can't remember specifically anymore but i am pretty sure they were being sold for awhile thru a gameshark website and were also not liscensed by Nintendo.
I read about it in the Collectors Closet in T&T so i am sure someone else here will know about them and be able to give you more info :)

I'm willing to bet that unless you get ESRB'd, then the console you are releasing it to wont liscence it. So, I'm sure there are plenty of PC games, but I doubt anything else.

That would be the GBC "Rocket Games" releases , which was a division of Datel. They're listed as US releases in the guide though they were only available from codejunkies.com.

Some budget PC titles and any games produced before (I believe) the end of November of 1994.
A cousin of mine has some cheap, generic "Arcade Pinball" PC game from 2001 that was not rated.
