Looks to be UK to me. As do all the games in that pic. The US Zelda game didn't have Box Art that looks like that. The give away to me is the Circular Nintendo Seal Of Quality. US games had all gone to the Oval Seal by then. You should be able to tell for sure by looking at the Catalog number on that GB Cart. If it ends in -USA then its a US release, if not then its UK.
Because it makes no attempt to be great, it is therefore extremely great.
