Is there a website out there that lists some (or all) of the CD based systems that allow you to listen to music from the game by putting the game cd in a cd player? I tried google and search but got no solid results...

Well, there are a couple of threads regarding PSX games.

I seem to recall Virtual On for Saturn running on a CD player.

I know 3D0 games play in cd players as well...
Kind of random, but Betrayal at Krondor (PC) will play on a CD player. Some good tunes on there. Long ago when I played pnp d&d that CD was often playing in the background.
I decided to try a few of my PS games. Here's what I've found thus far:
Afraid Gear: Plays some battle music, some menu music, and the Bar theme twice, once at a low volume for some reason. Weird.
Bakumatsu Roman: Has 2 tracks, but both are blank.
Choro Q Ver. 1.02: Entire soundtrack can be played.
Choro Q2: Contains the Choro Q Town theme and a remix of the theme song that I don't recall being in the game.
I'll update this list once I find more.

It seems some Saturn and Dreamcast discs had humorous audio warning messages as audio tracks on their discs. Seaman and Magic Knight Rayearth specifically come to mind.
And of course a lot of Sega CD games used CD audio.
My understanding is that although some of the earlier releases are that way, later CD rereleases are not.

IIRC, Doom for the Saturn has this "feature".
all I want is the Quarantine's (3do) soundtrack in mp3 form.
Great soundtrack. can't find it anywhere.
Loaded on the Saturn will let you listen to some PWEI goodness. I think Quake would play too. If you ever find a master list post it up, I'd love to see what was there.
There you go, the soundtrack of "Hard Rock Cab", the Playstation version of Quarantine (password is hardrock):

It's really one of the best videogame soundtracks I've ever heard, perfectly fitting the crazy postapocalyptic setting of the game.
I'm thinkin about starting to write a list and gathering info on redbook enhanched cd-based videogames, but I' not too sure if there's enough interest in such a thing Oo
Grand Theft Auto (PC) will work in a cd player. Nothing like Head radio, and all the other weird stuff they stuck on that game.
The Ultimate Quake (PC) collection will work like that too.
