Why would it not? But the same cautions apply as with any older system to be hooked up to a flat screen – the image won't be as good as on a CRT.
This was my primary concern when I swapped my 19" Viewsonic p95f+ with a 20.1" LG L2000CE (partially to reclaim desk space and partially because I hated having to flip a 70lbs+ monitor whenever I wanted to play vertical shmups). I haven't bothered hooking up the Dreamcast with an svideo cable yet, but it looked pretty damn good over s-video...then again, that might just be DScaler's handiwork. Good lord do I love DScaler.
So far I'm liking this new screen even more than any of my CRTs. 4:3 native aspect ratio, rotates 90 degrees effortlessly, 1/6th the weight, and uses half as much power when active. I especially loved not having to spend an hour or so trying to get all of the lines straight for each resolution. Really, I didn't think I'd be this impressed with it, especially considering how negative most people tend to be regarding playing older games on LCDs. I guess they just used the native hookups or some such and didn't bother piping through a capture card w/ DScaler. Or they're spoiled. Or I'm too forgiving. Whatever!
Widescreen monitors for PCs are a bit silly, imo. You get way more horizontal space than you really need and if you're looking at playing older games then you're going to be putting up with black bars way too often. If you gotta go LCD, look for a 4:3 native set (most tend to be 5:4).

I was actually looking to get it for shooters mainly, and put it in TATE mode for my Saturn and DC games, but yea on other games it would look horrid
It would look better on a CRT monitor, LCD monitors were barely in use when the DC was released, and HDTV was just beginning to pop up.
It looks blurry and pixelated on an LCD monitor, becuase it's not running in the monitors native resolution.
And if I'm correct, the top resolution on the VGA cables are 800x600 - but I'm not 100% sure on that - I've never been able to find a VGA adapter for the DC.
And most of the Dreamcast's 2-D games won't work with the VGA adapter.

Doesn't the dsub connector listed on the specifications there refer to a regular 15-pin VGA connector? If so, I don't see why this monitor wouldn't work with a Dreamcast VGA box.
But yeah, unless you find an LCD monitor with a native resolution of 1280x960, it won't look all that great. The Dreamcast outputs a true VGA signal, so it's 640x480 and nothing else. So on this montor the image would either be unevenly scaled or centered centered in a box with big black bars around the sides.
The only shooters I have that's aren't VGA compatible are Gunbird 2 and Bangai-O, by the way. All the rest work fine. Those two can both be tricked into displaying in VGA, too, but they're pretty glitchy. Gunbird is maybe still playable, though it has a lot more slowdown in VGA. Bangai-O isn't playable since the image only takes up 1/4 of the screen and is full of graphical glitches.

edit - ever seen a vertical shmup stretched to 16:9 or 16:10? It's pretty damn foul
edit 2 - $30 more than the Hanns-G that you were looking at, but this Acer also has a slightly better contrast ratio, is an inch bigger, and has a 4:3 aspect ratio.
I was pretty disappointed when I found out that Psychic Force 2012 didn't work with the adapter, even more so a few years later when all of the unofficial (and way, way cheaper) ones that worked for every game became widespread. Stupid official VGA adapter. The quality of the image depends on how well the monitor handles upscaling non-native resolutions...it may wind up looking just peachy or it may wind up looking like a terribly pixelated low-res clusterfuck.
