Default Buyer Protection Policy outside of eBay?

Quick question because it just isn't clear in PayPal's policy gibberish: Is a buyer protected by the policy on transactions not involving eBay?

    thanks.

the only protection you have is "if you pay by credit card" if you dont get what you bought or paid for, you file a charge back with credit card company, the hell with ebay, they are out for themselves.....and of course too make money.......

Actually this is not true. You can still file an item not as described or an item not received dispute. It is harder to win a not as described dispute but no harder at all to win a non receipt dispute. This is in reference to the paypal resolution center.
