no one region locks accessories.
Unlike TV standards, networking standards are universal.
Thinking about this a little more, you'll probably need to get ahold of a PAL Network disc to get it to work (unless you've got a late model PS2 that would have the NA setup already on the system), the hardware shouldn't matter per the above comments.
