Do you have more pictures of the shrinkwrap? For the most part, factory seals have folds on the top and bottom of the plastic opposed to the meltes lines that a rewrap have. Some deluxe packagings, stuff with a dust cover, have the overlapping fold in the back too. I wish I could read that sticker to know what it says but I would say it's 90% a rewrap mainly because that sticker is covering the title of the game on the cover.
Most of the time, any stickers under shrinkwrap/cellophane is a giveaway of a reseal. Off the top of my head, holographic NFL and other sports stickers is the only exception that comes to mind, but I am sure there are plenty more - but you would know if it should be there or not. Of course it could be different over in Japan, but I bet it most of the the stickers should be on the outside of the seal.

It looks like a JPN Saturn Street Fighter game. If that's under the wrap it's re-sealed.

Thanks very much for the input, I really appreciate it! As it turned out the inner game was sealed, someone had put on the tag then shrink wrapped over everything.

I still have a few unopened Saturn games here, what's unique about the seal? The seam is vertical on the back of the seal (some are folded just like Dreamcast factory shrink wrap), yes, any sticker is a giveaway sign of reseal. Other signs you can observe - condition of the manual (grease marks, bend, moisture [I have seen some that looked like people blew noses on them], sticker, sometimes even condition of the case [notice any noticeable abrasions on the case].
I can't believe people would just leave the stickers on and reseal it (unless it's pro sports hologram stickers), then claiming they're new.
