I'm surprised the original Fusion Frenzy isn't on this thread yet, unless I missed it. There are enough decent games of the 40 included to help pass some time.
I vaguely remember an Atari go-kart game that had a decent multiplayer, but I can't remember the title.
And this will definitely get me flamed, but I had fun playing Circus Maximus in co-op mode, with one guy driving the horses, the other chariot rider leaning for balance and attacking/defending.
I always liked Kung Fu Chaos - that was 4p, right?

I second Serious Sam.
Red Dead Revolver is a ton of fun for two players, I've never tried it with 4 but it looks like it's supported.
Sega Soccer Slam is pretty awesome. Even if you don't like soccer games at all.
