Well, Suikoden IV has a mahjong mini-game, and that game was obviously localized.

There are many mahjong games for sega saturn that are playable without the knowledge of japanese. All thats required is knowledge on how to play mahjong. The dialog is pretty much all japanese, but the menus are all easy enough to figure out and the gameplay is straightforward.

Sexy Mahjong Party for the PS2 is my favorite mahjong game, even more than the mahjong game on Clubhouse Games for the DS. The more you play through the modes, the more pictures of Japanese women in swimsuits you can unlock and collect.

Clubhouse Games needs women in swimsuits.
