I have an old ATI All-in-Wonder Pro video card (that's based on the Rage Pro chipset) that does have a regular (by which I assume you mean composite?) video and even a coax input. That's probably would you should go for. Otherwise, I would look for something that lets you convert coax or "regular video" into S-Video or whatever is compatible with your current video card. (Composite-to-S-Video adapters are fairly common; I'm not so sure about the RF equivalent.)
Hooking up your consoles to the monitor directly is largely unfeasible. A VGA signal is RGB + H-sync + V-sync, so you'd need to mod your consoles for RGB and then get the appropriate hardware to generate the sync signals - and if such hardware exists, it's likely to be unreasonably expensive.

XRGB2+ and a tuner box with av out for the old rf consoles..
This is definitely the best way to do it, even better if you can source RGB cables for the consoles in question, but good luck finding one. The last one I saw on ebay went for over $400 [it included RGB or D-terminal cables for nearly everything that supported it natively (Genesis, Playstation, SNES, GC etc), but still]. It's still a bargain compared to stuff like the DVDO iScan scalers though.
You're probably better off getting a TV with rf/composite/svideo inputs if you're going to be using those.
+1 for XRGB2... you should do some research though. There are differences between the plus & non-plus models.
XRGB-3 is out now too...cheapest I found it is $309, but I think you had to backorder. Keene.co.uk makes some great items if you don't need all the functionality of the XRGB series. Plus, the XRGB uses a JP Scart plug, if it matters to you. Keene uses the more standard Euro scart:

That's just three examples. They have TONS of other converter boxes for all manner of conversions. They are in the UK, which is a bummer for US folks like me. I haven't used any of their items, but I hear they make a very solid product.
