    I offer them a silly price, sometimes they accept it grudgingly, sometimes they ask for a price then lower than they would have originally (you can tell), then offer a little extra from your original offer (about 1/3 the difference extra) and smile and say "go on, you know you want to" - usually works.

    Another good ploy if you are with someone else, is to say so the seller hears, "oh look, saw that the other day for x" (very low price), turn slowly to seller "how about x mate"? (then as per 1st paragraph).
