hair spay sprayed on a rag for lables and mr clean magic erasers work somewhat well on carts. just things i've had luck with, interested to see what everyone else says.
Rubbing alcohol can also work wonders.

If it's on the back half of a cartridge, you could consider just swapping out the rear side of the cartridge casing. Assuming you also have some spare carts and the appropriate bit to open it.
I had a copy of Dracula-X (Draculax? The fiber supplement for vampires?) for SNES, and I got a dremel out and shaved a fine layer of the plastic off where someone had written their name on the front. Looked better than "Tobar L." in sharpie, at any rate.
Does using a dry erase marker work as well on carts as it does on optical media? A black dry erase marker cleaned up my used copy of Resident Evil GC just dandy, but I don't think I ever got around to testing it out on my sharpie'd N64 carts.

A touch of Goo Gone rubbed on a paper towel goes a long, long way. I use that for rough, hard surfaces, like the tops of CDs, cases and the plastic on carts. For the paperish part, it depends on the surface. If it is glossy, you can actually work wonders by coloring over the problem area with a dry erase marker and then wiping it regularly.

If it's over any labels, fuhgeddaboutit.
If it's on the plastic, get some solder flux remover. It comes in a spray bottle, and it totally rules. I use it to get rid of all sorts of gunk on stuff at work as well as its intended use, and it works great on magic marker, too. Just be careful to not get it on any labels or it'll mess them up.
Goo Gone is best.

I've found over time that Fire is the greatest cleanser.
if there a sticker on a label use a hair dryer to heat up the unwanted sticker and slowly pull it off the label.
Maybe you are rubbing it with orange juice. I get the best with Goo Gone, alcohol and a rubber eraser. Top notch.

Don't get Goo-B-Gone on any labels or stickers that are colored....!!!
I've always just used a normal white eraser. This has worked wonders for me. I once had a Nintendo 64 cart with a price written on the back label. Much to my suprise it took the Sharpie ink off without damaging the label.
