Sonic & Knuckles not for resale

picked this up at goodwill for $2 and wondered what it was. while looking on google i guess its a game genie but i cant find any more info. anybody have more info on it and how much its worth? and i got the not for resale sticker and all the ones on google images dont have it

it allows you to stick the sonic games on top of it to be able to play with knuckes as a chraracter in the sonic games, but dont know whats its worth though.

It is how all Sonic and Knuckles games were made, nothing special. The "not for resale" is just because it was a pack in with some systems. And as the previous poster said, the top allows you to plug in older sonic games for different characters, levels, etc.
