Trying to get this guy to keep his word and end of the deal is like beating a dead horse. I am hoping that he will do the right thing and pay me back, but I am not hopeful. I have received dozens of excuse PM's ranging from "car trouble", "hospital bills", "back-rented", "car accident"....the list goes on and on. So lame - I'm in Chicago and also would have done it for free for you, but you're ripping someone off over $23? I deal with losers like this occasionally with my company, very sad to see especially on this board.
His attitude about it just made it worse, even if times are really bad he could have just sent you $5 a few times. Public transit in Chicago is $2 a ride, just walk it a few times and you would have been able to come up with the $23.

I want to take the time to quote Mills' original post in case he decides to edit it, so that people do not forget that we are dealing with a fraud who screwed over another member and then proceeded to ask for services that he supposedly cannot afford.

if you're really that broke, sell the damn psp and pay the guy, then save the rest of the money... jeeze.
He's obviously not a very good fraud if he asks a service of a community that has a member he scammed to do something and pay him again, especially once people are aware of the scam.
My mom always reminds my of the following quote: I feel it suites the situation:
