Yes, this would be homebrew. You'd need an older PSP (older firmware) or one with modified firmware to run it.

This doesn't answer the question, but I'd just like to say thanks for the link! I never even knew about this game before downloading it for my PSP... but, I just have to say... Wow! Totally amazing! Seriously, everybody should play this, whether on PC or the PSP because this is some good stuff!
