Where are the games stored? Smokers in the house (cigarettes or weed)? Other games having the same issue? How does the CD case look, cloudy too? Did you clean them with something at one time that may not have shown up immediately, but is surfacing now?

I know what you're talking about, it sort of looks like condensation only it's much fainter. I don't know what causes it (or if they come from the factory that way), but I can tell you that it's very common.
I had this problem once. Oddly, I fixed it by wiping the discs with rubbing alcohol.

Well shoot you say they were purchased brand new... usually a cloudy appearance is caused by the discs being buffed.
I've had lots of games do the same. I always guessed that maybe it had to do weather. Although, that doesn't explain why so many on the same shelf never got it. All I know is that I don't think I ever noticed it happening to my games in Washington state where the weather is fairly mild year round, while it has happened to a lot of my games in New York, where the seasons are more extreme, along with more humidity and such. Of course, I don't let the temperatures in my house fluctuate like outside. I dunno, it's quite the mystery.
