Why was this ever released? If you don't mind loose games, it seems like a pretty great deal... four great games, Samurai Shodown 2 and King of Fighters R-2!

Those were released after the death of the NGPC. First store I ever saw them in were the Discovery Channel Stores that used to be in every mall under the sun. Then they started to show up in some Electronics stores (Fry's Electronics carried them for sure, i'm sure other places like regional stores had them as well).
Those were done simply to move stock and had nothing to do with SNK America. The people that got ahold of the old stock, just repackaged them and moved them to market. They were sold for like 50 bucks (getting a system + 6 games at that price was pretty good). The games (and system colors changed), though I only ever saw Silver and Blue systems in them personally. They also did game 4 packs as well, with some variation to them.
Because it makes no attempt to be great, it is therefore extremely great.
