Moving this to Classic Gaming, since you guys have mentioned some SNES titles...
*swoooosh*
Echo Night!
Not really horror-y but Shadow of Destiny is one of the best games released for the PS2 (and it was on the list so I feel like it is relevant now)
I definitely will have to pick up some of the PC games that were listed. I love me some Adventure Horror games.
Hmm, well I have a nice list I can throw up here as I love horror games, especially if they are obscure. Tried out as many as I can and love most of the ones I have played for this or that reason. Here we go:
Dreamcast
Illbleed (Was Mentioned and worth picking up.)
Blue Stinger
Carrier
Alone In The Dark The New Nightmare (Also available on PSX and PC)
XBOX
Cold Fear
Commodore 64
A Nightmare On Elm Street
Clive Barker's Nightbreed
Atari Lynx
Dracula (Yes, it is that good!)
3DO
D (Also on PSX and Saturn)
Escape From Monster Manor
Killing Time
Saturn
Enemy Zero (Sequel to D)
Lunacy (This game is awesome)
Mansion of the Hidden Souls (Not the scariest around, but very well made and spooky at times)
PSX
City of Lost Children
Phantasmagoria was one of my favorite mid '90's PC games.....

D2 is awesome, it mixes RPG, adventure and survival-horror elements together in one great game. I've so far only played the Japanese version (it's uncut) so I can't comment on the story. Besides the RE games, this is so far the only horror title I've enjoyed on the Dreamcast.
If you want to laugh, tho, check out The Ring: Terror's Realm. That game has some of the worst dialogue ever. I mean "all your base" level.
Kuon is friggin awesome. Most people seem to have a problem w/ its length, tho. You play the game through three times as different people, basically covering the same ground but discovering a few different things each time. I found it works best if you play as one person, then put the game away for a little while and play as the next later. Keeps it fresh. Still, I love the atmosphere and storyline.
Not terribly obscure, but Parasite Eve is all kinds of awesome. I didn't like the sequel nearly as much, tho, because they ripped off Resident Evil too much, to the point of not just stealing the battle engine and controls, but most of the storyline as well. (While still cramming it into the story from the first game.)
Koudelka and Shadow Hearts are both great horror-RPGs. Koudelka's story is better, but it's controls and gameplay elements hinder the enjoyment. Shadow Hearts is just an all-around great game. Covenant (the sequel) is also ace, but it's not really horror anymore. In fact, I'd call it a comedy. XD
Enemy Zero was and still is a phenomenal game IMO. Few games have ever filled me with as much dread and put me on edge as Enemy Zero.
I remember one scene early on where I had to go to the some basement/cargo bay in the ship to look for some guy. I was walking around in a maze of crates and stuff and the lights were flickering on and off here and there. So it was already kind of freaky. Then, out of all the silence, I heard a soft "Beep" from the tracking device. The enemies are invisible and the only way to tell where they are is by listening to the pitch and rhythm of the beeps. But I hadn't encountered one before. My heart started pounding as the beeps drew nearer and nearer. I freaked out and started to run the opposite direction only to corner myself and get killed. It's VERY effective.
Kenji Eno is a mad genius and I can understand why some people don't like Enemy Zero. The game is like a bastard love child of Doom + Myst + D. It shouldn't work... but it does. Don't let anyone decide for you. It's one of those games you just have to try.
If a god is willing to prevent evil, but not able, then he is not omnipotent. If he is able, but not willing, then he must be malevolent. If he is both willing and able, then why is there evil? If he is neither able or willing then why call him a god?
I'm seconding Sweet Home for the NES.
I remember finding it on an Emu disc for psx(i've found a lot of gems that way) only because of it's silly name. I was surprised at how different it was and actually had to make it part of my collection...
Now I just have to beat it still. I have this thing for playing games until almost then end and then finding something shiny and new to distract me.
Anyway. Good game. Scary for a NES game. Makes you think out your actions. The goriest monsters you will see on a NES cart. Always a plus.
Downside: Lots of menu switching, keeping your teams close together to gain exp to level together, limited healing items... but I guess that's another element that makes it scary.

city of lost children?
i'm going to have to respectfully disagree on that one. it plays like RE, but it's not horror in the slightest.
FANTASTIC movie though.
If you like the whole goofy-ness of Animal Crossing or Chulip you'll probably like Gregory Horror Show. Not really a HORROR game per se, but it's in the same spirit.
Siren for the PS2 is pretty good, though it isn't particularly scary. Much more suspenseful. It's REALLY tough though, especially with the secondary missions. Also it is crazy cheap at Gamestop.
Ju-on for Wii sounds pretty good, I've been watching the trailers. I'm looking forward to it very much!
As well, I've heard lots of good things about Cursed Mountain on the Wii. Dunno how obscure it is, but it is supposedly very good.
For a REALLY obscure one, the Chinese emulator console Dingoo A320 has a built in game called "7 Days" that is supposedly very reminiscent of the first Resident Evil game. Supposed to be a decent system as well, just with some software issues.
Man, what a turnout! So many games, I'll be referencing this thread often to try as many as I can. To reply to some earlier posts, I have Siren on PS2 but still haven't had the chance to play it yet. I tried the demo when it first came out & enjoyed it, it's more suspensful and funny IMO than anything else. The PS3 episodic Siren was meh to me, so I never got it. I'm also happy to see some Dreamcast stuff on here, it's the one system that I never really tapped into, so I'll definitely be searching for the ones listed.
Oh no! The truck have started to move!!
System Shock..very creepy and on the PC quite a while ago. I also found some moments in Still Life for Xbox to be pretty creepy at times.
Also Juggernaut on the PSX too, but not very good.
Hey, did someone mention Haunting featuring Polterguy yet?

That also bings to mind Realm of the Haunting, an old PC game.

Pac-man. You get chased by ghosts through a maze with no exits.
Not sure if this has been mentioned yet, but I also like Call of Cthulu: Dark Corners of the Earth for the Xbox. Very good game with creepy atmosphere.

How about Resident Evil: Dead Aim? It's what RE: Survivor should have been.
