Hmm...probably Karate Champ. With elements in Kung Fu like dragons, giant flies, and a boss who can take off his head it's hard to visualize a realistic simulation.

International Karate+ whomps them both.
Karate Champ is more accurate as far as having broken controls and making you want to punt kick your NES out the window goes. Karateka on Atari 7800 is pretty accurate as far as making you want to jump off of a tall building and slit your throat on the way down. In short, don't play shitty games .
