I was browsing a local GS and they have a DDS1 and it had a soundtrack in a paper sleeve behind the manual. Is the soundtrack rare? Should I pick it up?

Yeah, the DDS1 with soundtrack is the rare version. Atlus reprinted DDS1 two times without the soundtrack.
I think all the box set versions came with it. Only the case only versions don't have it of course. There is also one for DDS2, but it comes in small cardboard sleeve with artwork.
