What do you mean by AV cable? A composite cable?

The answer is obviously no. Something like a composite cable for a Nintendo 64 isn't going to work. Nor will a regular composite cable with standard connections at both ends.

Depends on the TV you have it attached to. If your TV accepts Composite or S-Video, you can get those connections. You can also get a VGA connection if your TV supports that. Or, you can just get a new RF cable.

I have some in stock for a buck:

Somewhere, I have composite cables and S-video cables too, but I'm still working on cleaning up after the MGC. Oh, and if you decide on a VGA cable, certain games do not support it. Shenmue and Bangai-O are the two that comes to mind for me as titles that I think don't work with it. I have heard there are ways around it, although I've never taken the time to research it personally. I just play them on another system

Hydro Thunder, Tetris, Vampire Chronicles have never worked in VGA for me.

There is some known way to trick some of the games into working with it. It was literally an option that the game developers had to choose to turn OFF on all of the games, as the Dreamcast supports VGA natively. I have no idea why anyone turned it off, but some developers did...
