That's Ken Dolan, a guy that likes to spam up IRC chats and forums, he rant about 2600 games, and he also attempts to sell fake prototype Atari games, all the while insisting that he's not crazy and giving out his social security number. Seriously, Google "Ken Dolan" (or "Kenneth Martin Dolan") and you'll see.
