Well to start SWAP MAGIC ONLY boots PS2 games. You get two discs, one Cd and one DVD. Both only boot PS2 games.
As for Breaker Pro, I was lucky to get that to boot any PS1 games, import or not.

I had a PS2 that I had put the flip top on and used Swap Magic. The discs worked great, but for some reason, once I had the other cover on, the laser was too high or something, and my discs got really scratched up. Does Breaker Pro require you to physically alter the PS2? If not, I would use that one.
MaximumRD is right. Swap Magic is for booting CD and DVD PS2 games. It works really well for that, just disc-swapping. It comes with a plastic device to open your PS2 drive without modification.
To boot PS1 games on a PS2, use Breaker Pro. But for my v9 PS2 fat, it doesn't always work. It's the exact same method as Swap Magic - insert disc, swap disc, play. It just plays PS1 games. It does not come with the the plastic thing to open your PS2, it only comes with stuff for the PS1, natch. I use it for my PS1, as using on my PS2 is really freaking iffy.
