I've beaten all of the halo games on legendary solo. Reach was by far the hardest, I kept running out of ammo and had to beat brutes to death with empty plastic weapons. One hit sniper kills in some of the games are pretty brutal as well, it leaves a lot of trial and error and reloading.
ODST wasn't hard at all. I still havn't done Legendary for Halo 3. Though I did beat it on easy and normal and hard
Because it makes no attempt to be great, it is therefore extremely great.

Did legendary co-op for 3 and ODST, but I did it solo on Reach for the achievement. Very tough, parts of it frustratingly so, but satisfying to finish.
I only need 2 more NES games (US)!
ODST on Legendary is not bad. Just take your time and select weapons wisely. Halo: Reach was downright punishing on solo legendary, but never felt unfair or cheap like Halo 2 did at times.
