http://www.thecoverproject.net/ They're under the NES section, just pick a game and see if it has a Japanese scan. They're formatted for universal game cases.

Thank-you but that is woefully incomplete. I was looking for a torrent or megaupload or something.

Far as I have ever seen, there is no such thing as a remotely complete archive of these. Japan never seems to be very into high resolution anything. It would probably require a massive pooling of import collectors working together to make it happen.
