It's for the 32X, I don't know why but some system revisions needed that plugged in to keep stuff from getting screwed up somehow. Beyond that I'm not sure why it's needed, but it is used with a 32X. I don't have one with my 32X but it did come with some of them.
It's not a problem with the Sega CD attached, I think this thing makes the console act like it has a Sega CD attached if you don't own one. Something about bridging contacts with some of the pins. I don't feel like looking up the exact reason right now but it's something to do with that.
It's for grounding purposes when you have the 32X in the Genny. You're basically supposed to attach it to the Genny's SCD expansion port if you don't have it attached to a SCD.
