I bought Hikaru No Go 2 for use on my Gameboy Advance, but it doesn't work. My understanding was Japanese games work on the GBA, so what's up? Do I have a bad cartridge or is it not compatible?

You are correct in saying that the GBA is region free. I believe the 3DS is the first hand held NOT. "It doesn't work" doesn't explain much...what happens exactly when you put the game in and power up?

Basically nothing happens. There's just the generic Gameboy screen.
It may just be a bad connection. Obvious first wave troubleshooting questions to follow:
1) If the cart's used, does it appear to be in good or bad shape? Anything visibly wrong with the contacts (weird discolouration, gunk, etc)?
2) Have you tried cleaning the cart's contacts and, failing that, your GBA cartridge slot?
3) Do you have access to another device that plays GBA games that you could test the cart on? If so, is the result the same?
I've noticed that sometimes with a bad connection you will get a Game Boy screen to appear but the game won't run. However, this screen isn't the normal one seen with a properly working GBA cart. (The animation of "Game Boy" isn't the right one.) It's correct that they are all regionless so the most likely problem is that the cart is dirty and needs to be cleaned.
