well, $4.30 is the cost of priority mail with delivery confirmation, so $4.50 should be about right.
Yep, you really can't get Priority Mail on anything for under $3.85. I use $4.50 too as my standard price for Priority Mail shipping (including delivery confirmation).

The H in S&H causes it to not be an exact cost. I charge $4 for priority mail with delivery confirmation. Since DC is free if you fill it out online. The .15 cents I overcharge goes to pay for bubble wrap, tape, labels, etc. Still .30 cents cheaper than most PM & DC shipping. Also first class, media mail, & parcel post mail can be sent with delivery confirmation for only .13 cents extra if done online. That's over a .40 cents savings.
