Default Where do reproduction carts come from

Every so often a reproduction cart pops up on ebay for various consoles. For example SNES there have been reproduction carts of japanese only RPG's with the box art and manual. It seems like a lot of trouble for a single person to go through the trouble of recreating everything of an SNES game especially the cartridge itself. It also looks expensive. So are their like businesses that just make these and sell them or are they more of an individual thing. I've looked and searched but couldn't really find anything at all

Really? I type in "game reproductions" into google and the first result I get is for a site that makes game reproductions.
