With a little bit of common sense no you do not. There are a lot of games that do not have to have a overlay.
All the first party Mattel published games we ever owned had overlays, no matter how unnecessary.
The only third party game we owned, the Coleco published Donkey Kong, didn't have an overlay. Even though it didn't need one, made it feel like they were cutting corners not to include it.
Yeah, it feels weird not having overlays for certain games, even though some are straight forward. It was something unique about the Intellivision, in my opinion.
Pretty sure Super Pro Wrestling didn't have them either.
It's actually pretty simple:
Games by Mattel, Imagic, Activision, Dextell, and Interphase had overlays.
Games by INTV Corp., Coleco (but see below), Atarisoft, Parker Bros., and (the one game by) Sega did not.
There are only two exceptions: Mouse Trap by Coleco, and World Championship Baseball by INTV. Both of these had overlays. Also, all the INTV re-releases of Mattel games had overlays, as did their distribution of the Dextell games (World Cup Soccer and Championship Tennis).
As for homebrews and prototype repro releases, almost all of them have had overlays.
