I have 2 utopia boot discs and they don't boot up imports either.
I used the gameshark but it only loads some games. Neither will let me play 3rd strike or Marvel VS Capcom 2.

you could just burn copies that self-boot.
If you can load a game using Utopia (jap 3rd strike for example) try using DC-X instead I think that one is 100% compatible with jap imports.
The Gameshark Lite can boot Japanese games, right?
I won one on eBay, and it should be in my hands soon.

Both DC-X and Gameshark disc can boot 100% of JPN and PAL DC games; unfortunately, the same cannot be said of the Utopia disc...
this link has the image file available to download for free. It worked for me. Why pay for one. Just use Diskjuggler to burn the image.

As mentioned previously the GameShark/Action Replay CDX has better compatibility when booting imports. There's a demo version of the Action Replay CDX which can also be downloaded for free and burned with the Discjuggler.
