Ryu. It's all but said outright in the manual, official strategy guide, and in the way the series continued to develop. Akuma/Gouki was introduced in Super Street Fighter II Turbo as a specific storyline antagonist for Ryu. He's the canon winner of the first tournament, the man who scarred Sagat, and the whole opening of Super Street Fighter II and SSFII Turbo center around Ryu throwing a fireball. He's also the main character of the anime.
I still mispronounce his name.

Ryu was of I, Chun-Li was of II, Alex was of III, god knows who was of IV and V.
Chunners was II's main character because she's the one who was stated to have been the catalyst that brought down Shadaloo, beating Bison before Akuma dragged him to hell.
Obviously the guy from the first game.
