Default Unable to get Win32 Mame to work

Much to my great chagrin, I am now using a PC. My first priority, of course, is to get MAME up and running. However, I cannot even do that. I have downloaded it, but when I try to open it, I get an error dialog box with this message: "There was an problem loading the file specified when running the Accessibility Wizard."

I don't understand. Is it supposed to be this cryptic and difficult? I never had this problem on a Mac. Could someone please suggest a course of action before I drop-kick my PC out the window? Thanks.

Are you running XP? I was trying to get MAME working awhile ago and had lots of trouble. I don't remember if I got it to work eventually or not. XP is the most stable version of Windows (other than NT, maybe) but has the most trouble with programs meant for other versions.
