Saturn importing question

I see these things on eBay from time to time. It's an Action Replay, as well as a 1 and 4 meg expansion cart, and a 4 meg memory card. It also claims to let you play games from any region on your Saturn.

Saturn has a lot of import games I'm interested in. So do these things really work? Is that the best/easiest way of playing import games on a Saturn?
