Id say that the only one that i would recommend is the first F-Zero on GBA. Its a pretty good racer for the little handheld, but it is hard to control if you have big hands.
If you like the Choro Q/Penny Racers/Gadget Racers series, you'll probably get a kick out of Gadget Racers. It's got most of the series' elements in tact.
And Mario Kart Super Circuit is my personal favorite of the series.
F Zero is good, too, but damn if your hands aren't going to be cramped up after a little while.
I also forgot about Mario Kart. This game is actually a little better than F-zero, because of all the weapons. If you only get one, get Mario Kart, then spring for F-Zero.

The Konami kart racer. I'm drawing a complete blank as far as a name is concerned but I know someone here will know what I'm talking about. I liked it better than Mario K.
ATV Quad Racing: Not so much for the gameplay (which is still fair) but simply because it looks incredible. A great way to show off the console.
Drome Racers: Fully polygonal (Virtua racing, Stunt Race style) and it plays great too.
I didn't care for Konami Krazy Racers that much, because of those stupid impossible license tests. I may have to look into Drome Racers, though.

There was one test that was a complete pain in the ass, and I never cleared it. I think its the one where you have to do 2 really fast laps around Ganbare Docha, while going around the opposite direction, avoiding the racers going the normal way around the track. I got sick of trying that BS.
I highly recommend Karnaaj Rally.
I really liked Wacky Races for the GBC (so, by proxy, it'll play on GBA). If you liked the Hanna Barbara cartoon series, then this'll be a great addition. Plays pretty faithfully to the DC version. Plus you get to drive ol' Double -Zero - Dick Dastardly's car at one point.

I just purchased Top Gear Rally at EBGames ($9.99 ) and it has quickly become my favorite GBA racing title. Note that it was developed by Tantalus Interactive, which was just recently purchased by Nintendo.
FYI, Drome Racers can be bought for $5 at a Circuit City near you (Unless if someone beat you to it, as mine didn't have any).
