Obviously it's desirable to have 100% of a games original contents but what's the significance of the spine card? (in regards to DC games)

I wouldn't say that a spine card reduces the value of a title signifigantly, but it does matter when searching for a truly "complete" copy. When selling, having a spine card for a game gives it an "edge", since most other auctions don't have them. Do a search for Radiant Silvergun to see what I mean. Very few of them have the spine card.
They're only on imports of DC, Saturn, and PSX games, possibly some others.

Almost anything in a CD case (including CDs, games, and DVDs) have a spinecard (or 'obi' as it's called in Japanese). Any DVD or game will boot without them, but some people must have them.
When I was selling games, someone sent me a list of a few games they were looking for, but would only take them if they had the case, manual, spine, AND the little questionairre card that comes with it. I told him I didn't want to bother looking.
