France uses SECAM, a variant of PAL.

but yeah, technically France uses SECAM, but if the have a -FRA suffix on the part number, they are PAL-compatible (PAL-B to be precise, but they should play on any PAL NES). Oddly, around a quarter of the NES games I've found in the UK have been French releases.

    Could be canadian too.

Look if they had a "-CAN" on the label. The manual and box have english and french text on it.

At least the Brits can actually defend their country. :P

But I thought the French Canadaian thing was only done in the last 5 years or so?

French NES carts are just PAL-B carts, so the same as the ones from Germany, Scandinavia and Spain for example.

Examples of NES games released in french are:
    Dragon Ball
    Duck Tales 2
    Kirby's Adventure
    Maniac Mansion
    Mission Impossible
    Les Chevaliers du Zodiaque
    Swords and Serpents
    and some more
